Hej

1932 Democratic Revolution plaque disappears

Submitted by editor2 on Fri, 14/04/2017 - 19:21

As Thais celebrate Songkran Festival, one of the few remaining landmarks commemorating the 1932 democratic revolution has been quietly removed.

On 14 April 2017, the brass plaque commemorating the 1932 Revolution at the Royal Plaza in Bangkok disappeared.

In its place appeared another plaque with the message “May Siam prosper forever [with] happy fresh-faced citizens to be the force of the nation.” and around the rim “Respect and loyalty to the Buddhist Triple Gems, to one’s family clan, and being honest towards one’s King are tools for making the state prosper.”

According to Matichon Online, Banlue Suksai, Director of Dusit District, said the District administration was not responsible for the removal and that he does not know which public office is responsible.

Fine Arts Department Director-General Anan Chuchote also said his Department is not responsible for the removal, adding that it is not the job of the Department to take care of the plaque anyhow.

The old plaque, located in close proximity to Equestrian Statue of King Rama V, was installed by the first political party of the nation, the Peoples' Party (Khana Ratsadon), who staged a bloodless coup d’état on 24 June 1932, which ended 150 years of absolutist rule of the Chakri Dynasty.

The message written on the old plaque reads “At this place, at the dawn of 24 June 1932, we the People’s Party have given birth to the Constitution for the progress of the nation.”

Many pro-democracy Thais regard the old plaque as a symbol of the birth of democracy in Thailand and have gathered around the plaque to commemorate the 1932 Revolution, while ultra-royalist Thais have threatened on many occasions to destroy it.

Thepmontri Limpaphayorm, a conservative Thai historian, on 31 October 2016, posted a message on Facebook, asking for the owner of the plaque, adding that he and his friends would dig it out if no one claims it by 30 December 2016.

Activists, academics urge investigation into missing 1932 Revolution plaque

Submitted by editor2 on Mon, 17/04/2017 - 10:17

Activists have filed a complaint to the police over the mysterious disappearance of the plaque commemorating the 1932 Revolution of the People’s Party, which ended the absolutism of the Chakri Dynasty.

On 16 April 2017, four people lodged a complaint at Dusit District Police Station, Bangkok, urging the police to investigate the disappearance of the brass plaque commemorating the 1932 Revolution.

The four are: Parit Ratanakulserirengrit, 30, a grandchild of Luang Ratanakul Serireongrit, aka. Gen Charoon Ratanakul Serireongrit, a member of the People’s Party, Phakchira Kiratiwibunwong, 19, a political science student from Chulalongkorn University, Sutthida Watthanasing, 21, a Kasetsart university student, and Khunnaphat Khachana, 22, a Ramkhamhaeng University student.

The three students demanding an investigation into the disappearance of the People’s Party’s 1932 Revolution plaque

“[We] are concerned because the plaque is an important historical object of the political transition [initiated by] the People’s Party.....it is related to an important historical event of the nation although it has not been registered in the Royal Gazette,” states the complaint.

On the same day, Thai Academic Network for Civil Rights (TANC) issued a public statement to condemn the replacement of the plaque.

“The destruction and replacement signifies disrespect towards the ancestors of every party because it was the monument to remind [us] of the success and failure of [our] ancestors in bringing about democracy,” reads part of the statement.

Chamnan Chanruang, a former law lecturer at Chiang Mai University, has started a campaign on Change.org to call for the return of the plaque and the prosecution of those responsible for its removal. At press time, the campaign has generated 2,333 signatures.

No one knows when exactly the plaque was removed, but a new plaque was found in its place and made headlines nationwide on 14 April. The replacement prompted public outcry, especially among democracy activists, progressives, and academics.

The old plaque might have been removed between 4-5 April during reparation of the area around Equestrian Statue of King Rama V when tents were installed to cover the area.

The police said they were not aware of the removal of the memorial plaque while Fine Arts Department Director-General Anan Chuchote also said his Department is not responsible for the removal, adding that it is not the job of the Department to take care of the plaque in any case.

The old plaque, located close to the Equestrian Statue of King Rama V, was installed by the first political party of the nation, the People’s Party (Khana Ratsadon), which staged a bloodless coup d’état on 24 June 1932, which ended 150 years of absolutist rule of the Chakri Dynasty.

The message written on the old plaque reads “At this place, at the dawn of 24 June 1932, we the People’s Party have given birth to the Constitution for the progress of the nation.”

It was replaced with another plaque with the message “May Siam prosper forever [with] happy fresh-faced citizens to be the force of the nation.” and around the rim “Respect and loyalty to the Buddhist Triple Gems, to one’s family clan, and being honest towards one’s King are tools for making the state prosper.”

Hej

Military detains activist calling for return of 1932 Revolution plaque

Submitted by editor2 on Tue, 18/04/2017 - 12:14

The military has detained an activist calling for the return of the 1932 Revolution memorial plaque.

Update: After being detained for 10 hours, Srisuwan was released without any charges. The authorities, however, asked him to stop his campaign to recover the revolutionary plaque, saying there are many “invisible hands.”

“[The authorities] asked me to cease this campaign. They said that it’s not a small issue and there are many ‘invisible hands’,” said Srisuwan, as quoted by BBC Thai.

On 18 April 2017 at Government House in Bangkok, soldiers detained Srisuwan Janya, the Secretary-General of a political group called the Association to Protect the Thai Constitution (APTC).

At press time, he was reportedly being held at the 11th Military Circle in Bangkok.

He was detained after he attempted to submit a letter calling on the junta to return a missing brass plaque commemorating the 1932 Revolution and to prosecute those responsible for its removal.

It is not known when exactly the plaque was removed, but a new plaque was found in its place on 14 April. The replacement prompted public outcry, especially among democracy activists, progressives, and academics.

The old plaque may have been removed between 4-5 April when tents were installed during reparations of the area around the Equestrian Statue of King Rama V.

Last Friday, police said they were not aware of the removal of the memorial plaque. The Fine Arts Department Director-General from the Ministry of Culture, Anan Chuchote, was similarly evasive, saying that the Department was not responsible for the removal. The Fine Arts Department has traditionally been responsible for historical artefacts in the surrounding area.

The old plaque was installed by Thailand’s first political party, the People’s Party (Khana Ratsadon), that staged a bloodless coup d’état on 24 June 1932 that ended the Chakri Dynasty’s 150 years of absolutist rule.

The message written on the old plaque read, “At this place, at the dawn of 24 June 1932, we the People’s Party gave birth to the Constitution for the progress of the nation.”

The old plaque was replaced with another etched with the message, “May Siam prosper forever [with] happy fresh-faced citizens as the force of the nation”. The rim reads, “Respect and loyalty to the Buddhist Triple Gems and to one’s family clan, and honesty towards one’s King are tools for making the state prosper.”

Hej

CCTV footage around missing revolution plaque unavailable

Submitted by editor4 on Wed, 19/04/2017 - 16:20

Along with the removal of the 1932 Revolution memorial plaque, recordings from 11 CCTVs surrounding the site seem likewise to have gone missing. The police have also now prohibited photos and activities around the new ‘fresh-faced’ plaque.

On 19 April 2016, over 20 student activists, led by Nutta Mahattana and Aphisit Sapnaphanat, petitioned the Bangkok Metropolitan Administration (BMA) to reveal CCTV footage of the old plaque.

The BMA, however, told the activists that the relevant CCTV records could be unavailable since traffic lights near the plaque were renovated on 31 March. The 11 CCTVs around the plaque have been out of service ever since, as they shared the same electric circuit as the traffic lights.

“Though those CCTVs are out of service, we have petitioned for recordings from other CCTVs nearby,” said Aphisit.

In a related development, police officers on 18 April set a fence around the newly installed plaque, prohibiting people from taking photos or hosting political activities there.

On social media, people have shared pictures of the new plaque surrounded by a tall aluminium fence. The message on the fence reads ‘royal site’.

The brass plaque at the Royal Plaza in Bangkok commemorating the 1932 Revolution reportedly went missing on 14 April. It was installed by the first political party of the nation, the People’s Party (Khana Ratsadon), who staged the bloodless coup d’état on 24 June 1932 that ended the Chakri Dynasty’s 150 years of absolutist rule.

The message written on the old plaque read, “At this spot at dawn on 24 June 1932, the People’s Party gave birth to the constitution for national prosperity.”

The old plaque was replaced with another etched with the message, “May Siam prosper forever [with] happy fresh-faced citizens as the force of the nation”. Hej

Two activists detained after promoting search for missing revolution plaque

Submitted by editor4 on Fri, 21/04/2017 - 18:00

Two men have been sent to a military ‘attitude adjustment’ session after filing a complaint urging police to search for the missing plaque commemorating the 1932 Democratic Revolution.

On 20 April 2017, Boonsin Yokthip, a representative from the Dharma-based Democracy Club, filed a complaint to Dusit Police Station. He asked the police to search for the 1932 Revolution memorial plaque, saying the plaque is a national treasure commemorating the birth of Thailand’s constitution.

Boonsin told media that he was aware the action put him at the risk of being arrested. He added that he had actually wanted security officers to detain him so he could try changing the attitudes of authorities themselves about democracy and the constitution.

After police interrogated him for two hours, Boonsin and a friend, Santiphong Winurat, were brought to the 11th Military Circle to undergo a so-called ‘attitude adjustment’ session.

“The authorities are so kind. They are giving me a ride so I don’t have to walk in the hot weather,” Boonsin joked to media before being taken away.

Boonsin and Santiphong were the second case of detention that followed from demands that the missing plaque be found. On 18 April, Srisuwan Janya, the secretary-general of a political group called the Association to Protect the Thai Constitution (APTC), was also detained at the the 11th Military Circle for a similar action.

The brass plaque commemorating the 1932 Revolution reportedly went missing on 14 April.  It was installed at the Royal Plaza in Bangkok by the nation’s first political party, the People’s Party (Khana Ratsadon), who staged the bloodless coup d’état on 24 June 1932 that ended the Chakri Dynasty’s 150 years of absolutist rule.

Now you see it

Harrison George

Controversy is mounting over the unexplained disappearance of democracy from Thailand.

Democracy has traditionally been located in the various Thai constitutions, but observers noted recently that the new constitution seems to have no democracy in it.  It has been replaced by long-winded ambiguous ramblings that seem to support a far more autocratic form of government.

This has provoked outrage among pro-democracy groups who are demanding the reinstatement of democracy.  Many also want to know who removed democracy from the constitution and to have them charged with theft of a national asset.

Initial attempts by pro-democracy activists to register the disappearance with the police were not successful.  A deputy chief of police said that if anyone wanted to report the theft of democracy, they would first have to provide documents proving that they were the owner and therefore the injured party.  None of the would-be complainants had been able to do that.

When it was put to the high-ranking police officer that democracy belonged to the entire nation and therefore any citizen had the right to file a complaint, he merely said that the police had a duty to uphold the law, whether that meant rejecting their complaints, arresting democracy demonstrators or detaining those who thought they had a democratic right to share things on the internet.

Other outraged democracy supporters went to the Constitutional Court to request them to look into the disappearance of democracy.  The Court, however, summarily dismissed the request saying that they had never been given responsibility for safeguarding democracy in the first place.

Their duty was simply to adjudicate whichever cases took their fancy according to the constitution in force at the time, such as by declaring elections illegal, prosecuting undemocratic actions like voting for an elected senate, and generally hounding the living bejesus out of elected politicians, who, the spokesperson added as an aside, were the real enemies of so-called democracy.

Some members of the media and the public approached the Parliament Secretariat on the suspicion that democracy had been stolen at some point during the constitutional drafting process.  They asked to see the minutes of the meetings of the Constitutional Drafting Committee for the relevant period.

An official from Secretariat was pushed out to explain to the media that it just so happened that the pencils of the Committee’s secretaries had been taken away for sharpening at exactly the time that democracy was deleted and so no record existed of who was responsible.  The remarkable coincidence was greeted with disbelief in many quarters.

Reports then started to emerge that emergency meetings of the Constitutional Drafting Committee had been held in the early hours of the morning behind locked doors.  The press published various pictures of a locked door, seemingly taken from mobile phones, as proof of something or other

Some claimed that a troupe of special dancers had been hired for a ritual dance at one of these middle-of-the-night meetings, with rumours saying that the dancers were predominantly young females wearing the traditional Thai costumes that can be seen in establishments along Ratchadaphisek Road.  The sound of boisterous revelry had allegedly been heard from outside the meeting room during their performance.

With various avenues of inquiry getting absolutely nowhere, the government initiated what seemed to be a crackdown.  First the Prime Minister said he would order an inquiry into where democracy had got to, which most observers saw as a sign that no further action would be taken.

The deputy chief of police then warned that anyone who filed a claim to recover democracy but who failed to prove that they had ever owned democracy in the first place would be prosecuted for filing false charges.

A well-known political scapegoat was then charged under the Computer Crime Act for a Facebook post in which he claimed that according to the preamble of the constitution itself, there was supposed to be democracy in there somewhere and that its absence was therefore a national loss.  The Technology Crime Suppression Division claimed that this opinion was false and so posting it on the internet was an offence.  Bedsides, people might be led to think differently from the government, which would prevent national harmony.

Another well-known campaigner from the Association for the Protection of the Constitution was intercepted by soldiers at the at the Government House public service centre as he was about to submit a petition the Prime Minister to, er, protect the constitution.  He was democratically detained without charge for 10 hours.  On his release he was told that numerous invisible hands were involved in the case of the invisible democracy and that he should therefore make his campaign invisible.

The authorities then tried to put a fence around the constitution, banning publication of print copies and blocking their own website that contained the text.  Since countless copies were already in circulation and anyone who can’t get round the blocking of internet pages is too stupid to deserve a computer, it was not clear what this was intended to achieve.

The junta government eventually issued a call for calm, asking all parties to abandon their protests and forget the issue.  Instead they should look forward to the time when, one day in the somewhat distant future, the nation will have happiness and prosperity and, oh alright, democracy.  Sort of.
